Reversed, the scales tip. There is dishonesty, corruption, or avoidance of accountability. Legal matters may go poorly; someone (perhaps yourself) is not being straight.

Act with integrity. Accept responsibility for your part in current circumstances. Trust that fairness will prevail, even if it takes time. The scales find their level.

Reversed

Be scrupulously honest, especially with yourself. If a system is being corrupt or unfair, document everything and seek proper recourse.

In Waite's deck, Justice moved from VIII to XI to align with Libra. The imagery is classically derived from Justitia — the Roman goddess of justice — stripped of the blindfold, suggesting that true cosmic justice sees everything.
